REMOVABLE GAS TANK LIGHTER

Prometheus engineers have developed revolutionary, removable gas tank lighters. The gas tank of Prometheus Traveler lighter can be easily removed from the upper and lower components of the lighter and reattached without using any tool. You can carry spare gas tanks and will never run out of gas. You can also carry Traveler lighter aboard an aircraft (see the detailed information below). 1) PERFECT FOR TRAVEL Before going through the security check point at the U.S. airports, passengers can dispose the gas tank of Prometheus Traveler Lighter, and carry the the top and bottom components (separated from each other and without the gas tank) aboard an aircraft. The U.S. Department of Transportation has issued a clarification letter confirming this. Traveler lighter comes with complementary carrying cases.
Upon arrival at the final destination, passengers can attach a new gas tank and start using Traveler lighter.

2) EASY TO REFILL The gas tank of Traveler and lighters can be removed easily without using any tool. Whether you are on vacation, business trip or going out to dinner with your friends, you can carry spare gas tanks so that you will not run out of gas. You can purchase the removable gas tanks separately, which come with complementary carrying case.
3) EASY TO REPAIR The components of Traveler lighter can be disassembled and assembled easily without using any tool. You can purchase the components and perform your own repair without using any tool. This eliminates the inconvenience of returning the lighter to Prometheus Service Center.
4) FOR YOUR LIGHTER COLLECTION You can purchase a lower case separately and create a new look for your Prometheus Traveler lighter. For instance, you can own a black matte lower case as well as palladium-plated one. You can even purchase a lower case with built-in, punch cutter.

This responds to your letter regarding the applicability of the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180) to a new model, refillable butane gas lighter. You provided in your letter a drawing of a "traveling" lighter design that contains three separate components that, when attached to each other and fueled, work as a standard gas lighter. You ask whether the top and bottom components may be carried aboard an aircraft separated from each other and without the fuel reservoir.
The answer is yes. A lighter that contains no fuel or residue thereof and does not contain any other hazardous material is not subject to the HMR. It appears that your lighter design would meet this requirement.
